well if you have permanent black lips already....idk what you can do but there are specialists who tattoo makeup actually.
Idk how true it is or nott but my aunts bf said put peroxide om them. Ithink it is cuz he did cuz his lips use to be BLACK now pink :)
try using lip balms with SPF........although it may take time but the result won't be temporary........
